Competition Central / Are you allowed to use unmodified emulators to compete in Genesis games?

I plan to TRY to make speed runs of some sort for Sonic 3 and Knuckles but son't know if I am allowed. The rom is unmodified, it's the real game. I am sorry if this is the wrong forum, this is my first day as a TSC member. Thanks.
