Title: Is Brainstorm legit?

Hello, I've seen that Brainstorm times were nuked, and I'm wondering, are his times legit? Because he done a time on Sonic R and he's not on TSC anymore and his time is better than me although I'm first on TSC, so I'm wondering if it's legit or not? (video:

Honestly I don't know, I tied his stat that got erased from S3 time attack, 0:00.33 for Azure Lake single lap. I don't know why he was banned, I wasn't around when he was.
