It's regular S1, except it KEEPS TRACK OF YOUR RECORDS. And there's even a Metal Sonic to show the pace.
Get it. It may just become standard.

Sweet.....only 3 things
1)If you don't beat Metal Sonic's automatic records, then your time isn't saved, meaning you may not have your "best" time recorded.
2)Didn't Sonic 1 have time bonuses at the end of each act? I vaugely remember a status screen showing you a time bonus...unless I'm thinking of Sonic 2.
3)Where's the love for continues? I could have sworn that Sega put those in in the regular game......

The Bonus screen had to be removed for tile space for Metal Sonic, and yes, it's there in the regular game.

Continues can only be gotten in the special stage, and you can't get there because LOst disabled the Big Ring.

hm, I found a problem. When you beat 1 of Metal Sonic's times, it shows Sonic in a weird pose, and it saves the time. After I saved my status in the Gens emulator after a game over, my time was set to the default time for that level. I tried loading my save file, but it only read it as my game over screen, with no FPS, as it was a stable picture. Is their any way to recover the lost data/save it properly so it doesn't glitch up later on?

Can we have a ruling on Act 3's? ie. is this ROM allowed for act 3's given the lack of a capsule?
Or does this fall under "functional changes to level layouts" and is therefore banned under that rule?

I think it's pretty clearly a functional change.
