Subsites are operational. Check out the subsite discussion forum (http://www.soniccenter.org/forum/index.php?board=115.0) to see what's up, or try TUSC (http://unofficial.soniccenter.org/) or TMMC (http://megaman.soniccenter.org) directly (the latter isn't yet finished). I think both would appreciate help with skins if anybody has CSS/HTML/graphics knowledge.
Also if you haven't seen it and are interested, take a look at the TSC Convention (http://www.soniccenter.org/forum/index.php?topic=2164.0) topic. It may or may not be happening this summer; first we need people to attend and/or a place to stay, probably in the central-eastern US.
Update: TUSC (http://unofficial.soniccenter.org/) is fit for service.
