idk i think an 18 is possible cause i can mess up some little things and still finish the level with a 19

:18 is possible with sonic, at least , I've done it on console...

I can't see why it wouldn't be as Knux...  he can TAS down to 17, even if it's a few frames slower than Sonic... as such, I'd think that Knux can go 18 by a human....
